Modifying the each city's terrain food (100), production (5000), gold (100) and science (2000 - 5000) will take care of quick growth, building units/buildings/wonders/projects, steady income, and 1 turn research - respectively. If the city culture doesn't show the correct values, while in city view, click on 'Purchase' button and it will show the correct values. I've provided alternate pointers for building and specialist (sub-tier in blue color)
